If the organization only has Jira Work Management as the available Jira product, the "Copy Product Data" feature does not list the source and destination links.

While Jira Work Management (JWM) is supported on JC2C tool according to "What moves in a cloud-to-cloud migration for Jira," JC2C does not function with JWM-only sites.

Steps to Reproduce

1. Configure a site with Jira Work Management (JWM) only.
2. Create some JWM projects on the newly created site. Attempt to copy data under the same Org.
   1. The JWM-only site isn't showing up on either the source or destination field.
   2. Another site under the same organization, with Jira Software (JSW) and Jira Service Management (JSM) activated, is showing on both the source and destination field.
   3. Activate JSW on the JWM-only site.
   4. The JWM-only site is now showing on both the source and destination field.

Expected Results

• The newly created JWM-only site should appear as an option in both the source and destination fields when attempting to copy data under the same Org.

Actual Results

• Initially, the JWM-only site did not appear in either the source or destination field.
• After activating JSW on the JWM-only site, it appeared in both the source and destination fields as expected.

Workaround

As a workaround, temporarily enable JSW.
