Data residency migration could not be executed by customer

Issue Summary

This is reproducible on Data Center: (no)

Steps to Reproduce

1. Navigate to [admin.atlassian.com/ > Security > Data residency
2. Click "Move product"
3. Click "Next"
4. Set "Select residency location" as Japan and click "Next"

Expected Results

"Select a move window option" page is displayed below:

Actual Results

The message "Support team will manage your move" is displayed

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
