      Issue Summary

      For a SCIM synced user the Job title attribute/field is being updated based on the value selected for the question "What is your role?" during the Jira Onboarding.  When a user is synced via SCIM, the user's Atlassian attributes should not be editable in product.

      Steps to Reproduce

      • Create/Sync user from the IDP to the Atlassian cloud application
      • Sync the Job Title attribute as well from the IDP for the user while creating/syncing a user account
      • Once the user logs in to the Jira application for the first time, there will be a screen which will ask for the user's role for example What is your role? There are some predefined values for the user role as well.
      • Once the user selects any one role from the given options, the same role will be updated in user's Job Title field.
      • So the SCIM synced attribute value for the Job Title field will be replaced with the User's selected value while logging into the Atlassian site (For example Jira Software).

      Expected Results

      The SCIM synced value for the Job title attribute should not be updated based on the selected value during Jira onboarding, because when the SCIM user provisioning is configured the source of truth for any information is IDP.  The Jira onboarding experience should grey out the "What is your role?" question if the end user's Atlassian account is synced via SCIM.  A banner can be displayed saying that since the Atlassian account is provisioned from an IDP, the "What is your role?" question is not applicable.

      Actual Results

      • User's title on IDP - Support Engineer
      • User's title in SCIM DB - Support Engineer
      • Answer selected by a user during Jira onboarding - Customer Support
      • User's title in Atlassian application - Customer Support

      Workaround

      As of now, Atlassian support can run the resync API endpoint for the user in order to update the values from the SCIM DB to Atlassian cloud application, which will update the Job title filed to the SCIM defined value.
