The following documentation lists Cloud to Cloud Migration "soft limits" for Jira Cloud: Soft limits for cloud-to-cloud migration for Jira
One of the limits is the following:

• 100GB per project

There isn't a recommendation listed for this issue. As there isn't a recommendation, the customer is expected to split up the large project into smaller projects, delete attachments, or check if partial data is migrated and use CSV to import any deltas.

Suggested Solution

This feature request is to allow for projects with > 100GB attachments to migrate without the need to make changes to the project.
