Some apps does not switch to paid license in sandbox when already paid in Production.

      Issue Summary

      It is expected that if app is paid in production, it should be installed as free app (with paid license) in sandbox too. However this behaviour is not observed for some apps. 

      Steps to Reproduce

      1. Add an app in production and pay for the app
      2. install the same app in Sandbox.

      Expected Results

      When app is paid in production, then installed in sandbox, it may appear on evaluation license (free) in UI. Post its trial end, it will automatically switch to Commercial (paid) license. 

      Actual Results

      For some apps, even after trial period expires, the app continues to show on evaluation or stops to work. 

      Workaround

      No workaround. Please reach out to Atlassian Support.
