Tagging specific Jira product for HIPAA protection applies it across all of Jira

      Issue Summary

      When tagging a specific Jira product in a site with multiple Jira products, HIPAA protection is applied to all Jira products (even ones that haven't been tagged).

      Steps to Reproduce

      1. admin.atlassian.com > Settings > Compliance.
      1. In a site with more than one Jira product (example: Jira Service Management and Jira Software), tag only one of the products for HIPAA (example: tag only Jira Software).

      Expected Results

      The HIPAA protection will only apply to the selected Jira product (in this example: Jira Software).

      Actual Results

      The HIPAA protection is implemented across the Jira platform on that site. All Jira products are affected by the tagging.

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available.
