Issue Summary
Currently, if the org admin has disabled/blocked the option to not allow users to install app users are not able to install 3rd party apps. But when user wants a new app to be installed Org admins would have to ALLOW the User installed apps setting from https://admin.atlassian.com/s/<org-id>/user-connected-apps/tab/settings and after installation of the app BLOCK the users from installing the apps further.
Steps to Reproduce
- When USER INSTALLED APPS - Blocked users are unable to install the app
- When user requests for app installation org admin change USER INSTALLED APPS - ALLOWED and then user installs the app
- Org admin again changes the settings to USER INSTALLED APPS - BLOCKED so users should not install the app
Expected Results
Instead of taking the steps above it will be nice to see a feature where Org admins can add apps that are pre-approved for installation for the uses so that the overheated to toggle the feature is not needed.
Expectation is this pre-approval feature works on third-party apps installed from Atlassian Marketplace and on Oauth 2.0 apps which aren't available on Atlassian Marketplace.

Currently org admin has to toggle the feature for USER INSTALLED APPS to allow users to install and block third-party apps
