Users should be able to customize the App Switcher (Switch To) menu options

Problem Definition

The Switch To menu is intended to quickly provide users the ability to change applications. However end users have no control over the applications that appear here. The list of applications is generated automatically based on the users current product access privileges.

Give users the ability to customize the options seen here.

Why this is important

This menu can become overwhelming for users that are members of lots of sites. It tends to also include products that the user has no intention of using. By allowing users to fully customize the entries in this menu, they can better use each app without feeling like they are constantly being shown additional products they did not seek out.

An example of this is how Jira Work Management always appears in this menu, even for sites that don't explicitly have a JWM license. This is in part because any Jira Software or Jira Service Management licensed user will already have complete access to Jira Work Management.
