Enterprise licensed users are not counted under the Atlassian Access bill. However, licensed users on sandbox sites within Enterprise organizations are billable.

Workarounds

• Grant the user(s) access to an enterprise product.
• Remove the sandbox access that the user has.
• Add the user to a non-billable authentication policy
• Unclaim the user
• Deactivate the user
