Add support to Outgoing Email Data Residency

At this time Atlassian offers data residency as per this article, but this does not include email notifications.

It would be pretty nice to have the ability to have all the emails routed through a specific region for customers that have pinned their data. This would allow companies to be fully compliance with some guidelines that might be imposed either by their business requirements or Governmental laws.
