      Issue Summary

      This is reproducible on Cloud to Cloud Jira migration using C2C tool.

      Steps to Reproduce

      1. Create a project in the source site.
      2. Migrate it to the destination site.
      3. Change its key and name to something else. 
      4. Try to migrate the project again.

      Expected Results

      The migration should proceed successfully.

      Actual Results

      The duplicate project preflight check detects a duplicate and prevents the migration from beginning.

      Workaround

      Delete the project on the destination before migrating it again.
