Issue Summary
This originates from a problem where apps installed on sandboxes erroring out when sandboxes are soft-deleted. When this happens, app requests to soft-deleted sandboxes error out as apps are not aware of lifecycle events that happened to the sandbox.
In general, it would be good to have some channel where apps can subscribe for app lifecycle events such as suspension, soft-delete, and destruction.
