Issue Summary

when migrating projects using the cloud to migrate between Jira sites, the custom issue types' icons are not being migrated.

Steps to Reproduce

1. have a custom issue type icon
2. migrate the project using the cloud to cloud migration tool

Expected Results

issue types icons should be migrated

Actual Results

Icons are not being migrated.

Workaround

1. Go back to the old instance.
2. Save the custom issue type icon.
3. Upload it to the new instance.
