Allow Org Admins to prevent unauthorized site creation

      I'm currently working on consolidating all of our Atlassian jira sites under our Enterprise license. Upon investigation under "Discovered Projects" under our Security section of the Admin portal, I'm seeing a number of sites being created by unauthorized users. I would like to prevent users from our managed domains from creating rouge Atlassian sites.
