Issue Summary

When attempting to download invoices older than 90 days from Bill History at admin.atlassian.com, users encounter the following error:

You don't have permissions to view this document. Contact support so we can help you out.

Instead, you can access invoices older than 90 days as billing/technical contact from my.atlassian.com. 

Steps to Reproduce

From your site’s Administration, go to Billing > Billing history. From there, select Download to open an individual bill from 90 days ago or earlier.

Suggestion

The error message isn't clear about what the problem is. We should clarify invoices older than 90 days can be downloaded via my.atlassian.com. 

Workaround

Access invoices older than 90 days as billing/technical contact from my.atlassian.com.
