Billing preview page return with error "Failed to load products"

      Issue Summary

      Accessing billing preview page at organization level returns with the error "Failed to load products"

      This happens in a scenario with multiple sites under an org and if the org admin does not have access to one of the mapped sites. From console logs notice 403 returned for the site-entitlements API call.

      Steps to Reproduce

      1. Map multiple sites under the organization
      2. Remove org admins' access to one of the sites.
      3. Access billing preview page at the organization level. 

      Expected Results

      Billing details should load for products where the admin has access. 

      Actual Results

      The below exception is thrown 

      Workaround

      Check billing information individually for each product at the site level instead of checking at the organization level.
