Make Jira Cloud Backup download link available to all Jira Admins

      The Link to download Jira Cloud backups is currently restricted to only the users who generated that backup.

      This behavior is not consistent with Confluence where a Confluence Cloud backup is accessible to any admin users, not just those who generated the backup.

      Suggestion:

      If a Cloud backup exists Make Jira Cloud Backups available to all Jira Admin's and not just the user generating the backup.
