Option to disable search of teams from other site or organisation

      Issue Summary

      Teams were introduced in Atlassian products:
      https://confluence.atlassian.com/cloud/teams-in-atlassian-products-976161199.html

      At the moment you can tag a team that you are not a member of as long as this team has a user that shares the same domain.

      We would like to have an option to restrict team search based on a site or an organisation.

      Steps to Reproduce

      1. Login to a site A that has own Organisation A
        Create a team A within site A. Members: userA@a.com and userB@a.com
      2. Login to site B that has own Organisation B
        Create a team B within site B. Members: userB@a.com

      Expected Results

      UserA@a.com cannot tag team B because team B was created within another site or Organisation.

      Actual Results

      UserA@a.com will be able to tag team B because members of team B share the same domain.
