Allow admins to disable the Give Feedback button

The 'Give Feedback' button sends feedback to Atlassian. However, end-users can submit feedback thinking it goes to their admins, not to Atlassian.
Customers would prefer for end-users to contact their admins directly if there's an issue so they can reach our to Atlassian if needed.
