Corporate Atlassian Cloud users need the ability to securely authenticate partners/consultants who collaborate on projects.  2FA via Access is currently enforceable only via our owned domain, meaning we can only be assured of the identity of our own employees, but must hope for the best if we need to invite in a consultant or partner (or customer).  2FA should be enforceable across all who need access to projects... not just the employees of the business... and, as such should be enforceable project by project as well as at the site level.
