Add calls to extract billing data using REST API

      Customer want to create products that aggregates billing information for organisations. As part of this, they want to be able to pull Atlassian billing information out of your REST API that is akin to the billing information that is on Atlassian Billing page.

      At the moment there's any workaround functions to substitute this feature.
