Allow admin to activate a new Jira or Confluence instance & import Jira/Confluence data into an Atlassian Cloud with an existing Stride instance (in Suspended or Active status) without interfering with Stride data and userbase.

Currently, importing Jira and Confluence data into a Cloud with Stride will delete all stride-users unless the user was also active in the imported Jira userbase.
