Scenario:

• You have related issues
• Issues have attachments (pdf, etc.)

IMHO, it would be extremely helpful if attachments can be "reused", since they already exist in the CFS, instead of having to upload the same files for each (related) issue. It would also be efficient as far as storage is concerned.
