When using the New Jira Experience, the Hamburger Icon is unresponsive when Clicked near the outer area of the circle

      Summary

      When using the New JIRA experience, the hamburger icon on the bottom left corner does not popup the menu if clicked on the area of the outer circle. The icon shows the styling of being clicked, but the menu does not appear. Please refer to the video for a clearer understanding.

      Steps to Reproduce

      1. Enable the New Jira Experience
      2. Go to <instance-name>/secure/Dashboard.jspa
      3. On the hamburger icon on the bottom left of the page, click on the area closest to the outer circle.

      Expected Results

      The icon will be highlighted, and the menu will be displayed.

      Actual Results

      The icon will be highlighted, but the menu does not appear.

      Workaround

      Click on the actual hamburger icon, instead of the outer area of the circle.
