Problem Definition

Cloud Customers who have both JIRA and Confluence in a Single Instance would like to use Application Specific Gadgets and Macros in the opposing Application; for example the Confluence Page Gadget on a JIRA Dashboard

Adding External Gadgets is a restricted function within the Cloud Environment; (Confluence and JIRA)

As JIRA and Confluence can exist on the Same Instance, they should not be treated as "external"
