when user license exceeded, show how many users are over the limit

The system displays the user licenses currently consumed in the licensing screen.

When this limit is exceeded, the system warns this is the case and provides a time period before pushing is disabled.

The system should provide more information about how many users are over the limit, and possibly which ones were most recently added.
