Allow SCM operations to be throttled per user/repo/project

One user, or repository, or project may hog many system resources. A badly behaved user, or a particularly busy project could potentially consume all available SCM tickets on a system

Allow the configuration of per-user/repo/project throttling, so that a single user, for example, may only be able to consume SCM tickets up to a configured maximum
