Problem Definition
Although available SCM tickets can be observed through debug logging or JMX, administrators may simply wish for an at-a-glance value for the current number total & available SCM tickets. Particularly with the advent of adaptive throttling, this would help to get a quick idea of instance load & capability
Suggested Solution
Add an item to Administration >> Support Tools >> System Information showing basic SCM ticket stats
