When trying to transition a JIRA issue from Bitbucket Server, the issue fields, e.g. labels, are not displaying the values of those fields in the actual JIRA issue.

Steps to reproduce:

• Open a PR that has an issue link
• Click the issue link
• Click one of the issue's transition buttons (examples: "Close issue", "QA", "Restart progress", etc)
• (I clicked "Close issue") A form will appear to complete the transition

Expected behaviour:

• If some of the fields on the form already have values (for example, "fixVersion"), those values should be shown

Actual behaviour:

• Any existing values are not shown
