Notification processing should abort the current job if the mail queue is full

If MailQueueFullException is thrown the notification job continues on its merry way shovelling more email into an already full queue. Better would be to gracefully finish the current job early, performing any usual housework that is done, and try again next time.

Current behaviour simply drops any batch email that is unlucky enough to be generated with the queue is full.
