In our normal workflow it is possible that 3 people get involved in a pull request, however according to the setup rules we only require 2 people to approve the pull request. When a third person also reviews the pull request and marks the pull request as 'Needs Work' we would like to prevent the merge.

This is okay to merge (since we have 2 approvals as requirement)

We would like it if we could prevent this merge with a rule like:

• Require a mimimum of 2 approvals
• Should not contain 'Needs Work' or 'Declined'
