Allow sign up via private link, invitation to sign up

Under Administration >  Authentication, it would be nice to have a feature to allow generating sign up links that can be sent to users to create a profile. The feature would work by sending an invitation email to sign-up with a private link. This is useful incase the admin doesn't want to leave the "Allow public sign up" feature switched on.
