We have the notion of a "key reviewer" that is in charge of a given review from beginning to end and ensures the review gets concluded. The KR's comments and instructions can get lost in a sea of comments and we'd like the ability to "pin" a comment to the top of any review (distinct from the PR summary which is used for overall merge purposes).
