It is possible to use an "Issues" panel / dashboard in Bitbucket Cloud:

It is possible in Bitbucket Cloud because it has it's own built-in issue tracking system.

In Bitbucket Server, even though JIRA Software must be used for issue tracking, there should be an "Issues" panel / dashboard as well, in which issues from the JIRA Software instance AppLinked would be shown.

Rationale: For some simple projects, we would like to avoid bouncing back and forth between the 2 systems using the application links.

The way issues are integrated to BitBucket Cloud, with it's "Issue" button, is really practical.
