Bitbucket Server refuses to start after shutdown

      Bitbucket Server 4.7.1 Ubuntu 14.04 Nginx Proxy

      A restart cycle (stop, start) to a Bitbucket Serve can inhibit a new start due to the ssh-plugin failing to start.

      This is quite annoying and happens regularly.
