It appears to be impossible to add a comment to the last line of a file in a pull request. Even when the last line has a change. The second-to-last line shows the "+" icon and the "Add a comment on this line." tooltip, but the last line does not.

Its not very common to want to comment on the last line, so this is a fairly minor issue. But recently I had a reason to do it, and I had to leave the comment on the second to last line instead.
