Bitbucket server fails to start after upgrade from Stash 3.x if STP was disabled

      Stash 3.x allowed administrators to disable STP - also known as "Support Tools Plugin" - and possibly other Bitbucket Server required plugins.
      After an upgrade to 4.x, Bitbucket Server cannot start up because STP is a required plugin.

      Current workaround(s)
      Enable STP before upgrade.
      Delete correct row from plugin_status table.
