Summary

When attempting to view the JIRA Dev Summary commit panel for an issue that has commits in many forks (or generally many repositories), the panel can be slow to load or times out.

Steps to Reproduce

1. Create a repository
2. Create many forks (enable fork syncing)
3. Push commit with a JIRA issue key
4. Go to the JIRA issue and attempt to view the commit

Expected Results

The panel loads quickly.

Actual Results

The panel takes a long time to load or times out.
