Unable to focus on delete or edit buttons in a table when using tabs to navigate

Problem Definition

'Delete' and 'edit' buttons in Bitbucket Server tables are only visible when hovering over the line. This means that they are not accessible when using tabs to navigate.

The following features are not accessible unless the line is selected:

• Removing existing "Access keys" for a repository
• Removing users from the settings
