Cloning public repositories from a Mirror does not work

      Summary

      Cloning a public repository from a mirror does not work without credentials

      Steps to Reproduce

      1. Start Bitbucket Server instance and Mirror
      2. Create a public repository on the primary
      3. Sync the repository to the mirror
      4. Attempt to clone the repository over HTTP without using credentials

      Expected Results

      The clone succeeds without prompting for credentials.

      Actual Results

      The clone fails and asks for credentials. Entering valid credentials makes the clone succeed.

      Cause

      This is caused by validateAuthenticated calls in a mirror specific SCM request check.

      Workaround

      Clone from upstream.
