Allow /status URL to be changed per-node, to put nodes in to maintenance

      It is documented (below) that long running Git or HTTP processes could be interrupted during a Bitbucket Data Center node restart. It would be very useful if Bitbucket Admins could set the status of a node to "MAINTENANCE" from the Admin console, that way Load Balancers could remove it from the pool prior to restarting it to allow running processes to complete.

      Often times BB Admins do not have access to the LTM to 'down' the node's healthcheck from there so being able to do it from the tool would be useful.
