As an administrator I want to configure each type of email notification a user receives, so that I can reduce the amount of email sent to users

      I want to be able to set whether each type of notification is sent:

      • Immediatly
      • Batched
      • Never

      For example, I want the system to never send email notifications for 'A commit is made to the source branch'
