Currently comments can only be added within 10 lines of a change. This restriction should be removed.

Example use case:
"Consider a change to a macro in a header which introduces a bug at the site of the expansion of that macro in a different source file. Even though the source file was not modified by any commit, I still would like to be able to comment on how a bug has been introduced at that point."
