Server Admins should get a notification for Server Warnings

For me as a server Admin it is a must to get urgent system notifications by mail.
i.E. the Message, which showed to all users in a red bar on the server.

We currently are informed by the user.
Please change bitbucket correspond to that administrators will be informed of messages which the users also get displayed on the Bitbucket Server page.
