Usually, when I send a pull request to multiple people, I’m trawling - whoever gets there first can approve the pull. But sometimes, I actually want two separate people to both work through the change and approve it. The stash web interface does not seem to have any way to express that.

When/if stash learns to automatically advance radar state, this will become more than a nice-to-have - I need to be able to say “don’t advance the radar until both X and Y have approved this.”

Suggestion:
1. Allow me to mark a reviewer as required - all required reviewers must approve for the request to be complete.
2. Allow to specify a number - any N reviewers are required to complete the request.
