BitBucket Server (Stash) isn't able to transcode non UTF-8 specifically on README file

      Specifically on this page, Stash isn't able to transcode non UTF-8 characters (in this case, Russian) as per screenshot . However, it is able to render normally in source/diff view (with Transcode diff enabled)
