Many branch permissions on specific branches cause performance issues

      When a repository has a large amount of branch permissions set on specific branches (ie. not pattern or branch model type permissions), interacting with these permissions in any way can cause slowness.

      Interaction with the permission may be achieved simply by pushing to the repository, as this will trigger the branch permissions to be checked.

      Pushing a large number of branches at once to a repository with many branch permissions makes the problem more apparent.
