Currently it is only possible to comment in a pull request +/-10 lines from a change. While that is sufficient in most cases it does prevent me from making comments like

"You forgot to change this piece of code...."

Suggest that you are allowed to comment:
1) Anywhere in the file with changes
2) even better In all files regardless of they contain a change
