Create Task on Comment by default populates a short plain-text version of comment

When looking through pull requests, it is common to have small issues that you would like to have fixed, and leave comments in place for them to be fixed, "This line is missing.. ", comments like that. It would be nice to be able to have the task text use a sub-section of the comment text to make task creation less mundane.

I searched before creating this suggestion and found this ticket STASH-7531.

Similar request to what was mentioned in the description of that ticket, instead of adding formatting options to Create Task, just default the text to be a short version of the comment, even something as simple as a hard character limit.

The alternative would be allow a user to create a task without first creating a comment to attach it to, so that the amount of duplicate text is reduced.
