Annotated tags pushed to specific commits from REST API do not show in the UI Commits Page

Description:

Git Tags created using https://developer.atlassian.com/static/rest/stash/3.10.0/stash-scm-git-rest.html#idp14096 and pushed to specific commits do not show in the Commits page in the UI until after a change is made to a tag using either cli or Sourcetree.

However, if you create another tag and push it from the client all the previously created tags will become visible immediately. Refer to BSERV-8294 for more details.
